- State the what, from whom, how, by whom, and when
of the evaluation or evaluation activity.
- Use language that is precise and not open to interpretation.
- Reflect the overall intent and scope of the evaluation.
- Cover all phases and activities of the evaluation.
- Are written in a logical order.
