Cessation Services Profile
Quitline services: Medicaid and uninsured
callers are eligible for up to 4 proactive counseling calls.
Any caller is eligible for two proactive counseling calls
regardless of existing benefit coverage. Free NRT was introduced
in December 2004.
Medicaid coverage & services: Covers
39% of smokers. Benefit is OTC-NRT and Bupropion. Recipients
are also eligible for services through quitline, including
6 weeks of NRT.
Health plan coverage & services: 38.4%
of tobacco users are covered by non-Medicaid plans and private
insurance. About 35% of residents report having health insurance
that covers some form of cessation services. They are eligible
for some services through quitline.
Uninsured: 31.5% of smokers. They are eligible
for a 4-session program and 6 weeks of free NRT through the
quitline.
Medicare: 13% of smokers.

Status of cessation program: The New York
cessation program is designed around a quitline and 19 centers
throughout the state. The quitline offers services for anyone
who calls including some proactive counseling and NRT. The
intensity of the service varies by the type of insurance coverage
(see above). The centers provide training and technical support
for health systems to adopt the PHS clinical practice guideline.
A key feature in the adoption of the PHS guideline is the
use of a fax referral system. In addition to providing training
and technical support for health systems, the centers can
provide some direct services if needed to facilitate systems
changes along with some local media campaigns. Quarterly training
workshops are provided for the staff of the cessation centers.

- To concentrate on systems change/population based services
